Harvest is elder-led, congregationally-ruled, and staff-facilitated.

• Elder-Led: The elders, set apart and identified at a local level, graciously serve and lead the congregation in Christlikeness. They teach, train, exhort, love the church and are entrusted by the congregation to direct the affairs of the church.
• Congregationally-Ruled: Congregationalism finds that the recognized membership of the church—when gathered—is the highest authority (under of the Lord). Much of the day to day organizational life of the church is entrusted to elders, lay leaders, or staff. However, some items ascend to the level of congregational input. Our bylaws lay these items out as: (1) Approval of new Elders, and/or re-affirmation of current Elders; (2) Affirmation of Directional Pastor(s); (3) Purchases of real property or any unbudgeted purchases in an amount over 7.5% of the annual budget; (4) Disposition of all or substantially all of the assets of the Church; (5) Merger or dissolution of the Church; (6) Amendments to the Bylaws; (7) The annual Church budget; (8) Other matters in which the Elders feel led to seek the advice, counsel and/or support of the Church Members.
• Staff-Facilitated: When it is afforded and appropriate, a church can hire staff (staff elders, pastors, or other leaders) to help facilitate daily aspects of congregational life.
